Education Branch
The Education Branch of the Governor’s Secretariat provides secretarial assistance to the Governor in the discharge of his duties as Chancellor of all the Universities in the State. At present, there are 26 Universities in the State.

The Education Branch of the Governor’s Secretariat deals with, among other things:
- Approval to the appointment of Vice-Chancellors,
- Approval to Statutes and Ordinances received from all the Universities before they are submitted to the Chancellor for his assent/approval,
- Appointment of Chancellor’s nominees on the Senate, Executive Council, Academic Council, Management Council
- Accounts Committee, Selection Committee, Buildings and Works Committee and Legal Advisory Committee,
- Convocations,
- Meetings of the Senate, Executive Council;
- Conferment of Honorary degrees;
- Meetings of the Joint Board of Vice-Chancellors; Enquiry Committees;
- Writ Petitions; Appeals; representations; complaints and election petitions received by the Chancellor and Interpretation of the provisions of the University Acts and Statutes.
Joint Board of the Vice Chancellor (JBVC):
Though the Joint Board of the Vice Chancellor is a non-statutory body, the Board considers matters, which are of common interest and application to all the Universities.
Normally, a meeting of the Joint Board of the Vice Chancellor is held once a year. The Chancellor presides over the Board Meetings which are attended by Chief Minster, Minsters for Higher and Technical Education, Medical Education, Finance, Secretaries of the Concerned Departments and the Vice Chancellors.
It helps in bringing about greater cooperation in academic and other matters in all the Universities as also in expediting decisions on various matters at the Government level.
The officers and their job responsibilities of the Education Branch are as follows:
- Deputy Secretary (Education):The officer assists Principal Secretary / Secretary to the Governor in processing the files for the appointment of Vice-Chancellors, processing of request for appointment of nominees to Executive and Management Councils, Academic Councils, Selection Committees, Building and Construction Committees, appointments of representatives of the Chancellors, convocations, meetings of the General Assembly, conferment of honorary degrees, convocation ceremonies, Joint Board of Vice-Chancellors, as per the Acts, Regulations and Ordinances. Meetings, Inquiry Committees, Writ Petitions, Appeals, Reports, Grievances of the Vidyapeeths and files related to election petitions are also being dealt with by the officer.
- Under Secretary (Education): Under Secretary (Education) assists Deputy Secretary (Education) in discharge of the duty about processing all files mentioned above.
- Superintendent (Education): Superintendent (Education) assists Under Secretary (Education) in initiating and processing of the files mentioned on above subject matters.
