    Administration Branch

    The Governor is the constitutional head of the state and works with the assistance and advice of the Council of Ministers (Cabinet) taking into account the provisions of the Maharashtra Government Working Rules, 1975. Cases processed in the concerned department of the Ministry with the approval of the Cabinet or the Chief Minister are received in the office of the Secretary to the Governor for presentation at the expense of the department. After checking at the level of Superintendent and Under Secretary in the said Administration Branch, along with the Joint Secretary / Deputy Secretary and Governor’s Secretary Hon. are presented to the Governor

    This Branch deals with:

    • The establishment matters of the Secretariat,
    • Files regarding legislative and constitutional matters including assent to Bills,
    • Promulgation of Ordinances,
    • Summoning and proroguing sessions,
    • Considering mercy petitions,
    • Approvals to Draft recruitment rules of the department,
    • Decision on questions as to disqualifications of members of the Legislative Assembly and Legislative Council cases relating to permission to prosecute public servants,
    • Review petitions of the State Government employees under Rules 18(1)(i) & 25/25A of the Maharashtra Civil Services (Disciplines and Appeal) Rules, 1979,
    • Annual Administration Reports of the Scheduled Areas of the State,
    • Maharashtra Public Service Commission Report and the Report of the Lokayukta,
    • Governor’s recommendations for the President’s Police Medals,
    • Medals for Home Guards and Fire Brigades,
    • Gallantry award cases,
    • Complaints/grievances of the public,
    • Requests for the patronage of various social service institutions and trusts and
    • Administrative matters of the secretariat staff.

    Following are the roles and responsibilities of the officers in the Administration Branch:

    1. Deputy / Joint Secretary (Administration): Joint / Deputy Secretary is the Head of the Administration Branch, Statutory Development Board Branch as well as the Tribal Cell of the Governor’s Secretariat. The officer provides assistance to the Governor in performing his functions under the Constitution under the supervision of the Secretary to the Governor. The officer submits for the approval of the Governor the files on various subjects viz. Service Entry Rules, Government Rules of Procedure, Maharashtra Public Service Commission Rules, Bills, Acts and Ordinances, President’s Police Medal and Police Medal, Appointments to Constitutional Posts like Chairman and Members of Maharashtra Public Service Commission, Maharashtra Administrative Authority, Chairman and Members of Human Rights Commission, Lokayukta and Deputy Lokayukta, Sheriff of Mumbai etc., the file related to the swearing-in of the Cabinet of the Management Committee of the Special Fund (Maharashtra) for Reconstruction and Rehabilitation of Ex-servicemen. and the nomination of members of the King George V Memorial Trust and the nomination of members of the Legislative Council through the Governor’s Secretary. The officer also handles files related to mercy applications of prisoners, impeachment cases, public complaints, election petitions, appointments and swearing-in of dignitaries, meetings and ceremonies held at the Raj Bhavan. The officer prepares and submits the reports related to the administration branch to the Governor through the Governor’s Secretary. The appeals received under the Maharashtra Civil Services (Discipline and Appeals) Rules, 1979 submitted before the Governor are submitted to the Governor by the Administration Branch through Secretary to Governor for further orders. The officer also submits files related to the Statutory Development Board and Tribal Branch to the Governor through the Governor’s Secretary. The Deputy Secretary is the appellate authority for the appeals under the Right to Information Act.
    2. Under Secretary (Administration): Under Secretary (Administration) helps the Deputy / Joint Secretary (Administration) in submitting the files through Administration Branch. In addition, he deals with regular establishment matters such as pay, superannuation, leave and discipline of the staff of the Governor’s Secretary’s office and acts as a countersigning officer for expenditure under the head Secretariat (090). Under Secretary (Administration) is Public Information Officer under the Right to Information Act.
    3. Private Secretary to the Governor: The Private Secretary gives stenographic assistance to the Governor and attends to the mail, receiving of files and maintenance of proper record of movements of papers. He also has to attend to the personal work entrusted to him by the Governor. The Private Secretary assists the Governor and keeps records of the Governor’s correspondence, comments, discussions with various people, instructions given, instructions and orders given by him, his addresses and correspondence entrusted to him along with his private correspondence with high government dignitaries.
    4. Public Relation Officer to the Governor: The Public Relation Officer attends to all functions related to the public relations works of the Governor and Madam. The P.R.O. also drafts the Governor’s address and messages.
    5. Superintendent (Administration): The Superintendent (Administration) helps the Under Secretary (Administration) in initiating the files and for further submissions through Administration Branch.
    6. Accounts Officer: The Accounts Officer is responsible for proper control over expenditure, framing of budgets, drawl of pay and allowances, audit objections etc of both Comptroller of the Household as well as the Secretariat offices. The Accounts Officer is the Drawing and Disbursing Officer for all salary and contingent bills. The Account Officer maintains the records of the accounts of both offices and also works in connection with the establishment of both the offices.
