Address by Shri Ch Vidyasagar Rao, Governor of Maharashtra at the felicitation of the best ranked Panchayati Raj Institutions under the ‘Yashwant Panchayat Raj Abhiyan’ organized by the Government of Maharashtra at Yashwantrao Chavan Pratishthan Auditorium, Gen Jagannath Bhonsle Marg, Mumbai at 10.00 AM on Thursday, 13th April 2017

सर्व प्रथम महाराष्ट्राचे पहिले मुख्यमंत्री स्वर्गीय यशवंतराव चव्हाण यांच्या स्मृतीला मी अभिवादन करतो.

आज आपणा सर्वांना भेटून खूप आनंद वाटला. यशवंत पंचायत राज अभियानातील सर्व उत्कृष्ट ग्राम पंचायती, पंचायत समिती व जिल्हा परिषदांचे मी मनःपूर्वक अभिनंदन करतो.

सर्व लोक-प्रतिनिधी, अधिकारी आणि कर्मचारी यांचे देखील मी हार्दिक अभिनंदन करतो.

पंचायत राज संस्थांमध्ये महिलांचे प्रमाण लक्षणीय वाढले आहे. ही अतिशय समाधानाची बाब आहे. आज येथे महिला सदस्य मोठ्या प्रमाणात दिसत आहेत. त्या सर्वांचे मी विशेष अभिनंदन करतो.

यशवंत ग्राम पंचायत अभियान, गेली बारा वर्षे, निष्ठेने राबविल्याबद्दल मी, ग्राम विकास विभागाचे, अभिनंदन करतो.

देशात सर्वाधिक चांगले काम करणारे ग्राम विकास खाते महाराष्ट्राचे असावे असे मला वाटते.

या विभागाच्या लोकप्रिय मंत्री श्रीमती पंकजा गोपीनाथ मुंडे यांचे मी आवर्जून अभिनंदन करतो. मी दरवर्षी महालक्ष्मी सरस प्रदर्शनाला भेट देत असतो. महिलांच्या सक्षमीकरणासाठी पंकजाताई किती परिश्रम करीत आहे, हे मी पाहिले आहे. मी राज्यमंत्री श्री दादाजी भुसे यांचे देखील अभिनंदन करतो.

बंधू आणि भगिनींनो,

देशातील प्रत्येक गाव, आर्थिक दृष्ट्या, आत्म निर्भर करण्याचे महात्मा गांधी यांचे स्वप्न होते.

आज पंचायत राज संस्था, ग्रामीण महाराष्ट्राच्या विकासात, महत्वपूर्ण योगदान देत आहेत. पंचायत राज संस्थांच्या माध्यमातून शासनाच्या अनेक विकास योजना राबविल्या जात आहेत.

अनुसूचित क्षेत्रात पेसा कायद्याची अंमल बजावणी चांगली करण्यात येत आहे. तेंदू, मध, बांबू यांच्या संकलन आणि विक्रीचे अधिकार ग्रामसभांना देण्यात आले आहे. त्यामुळे तेथील जनतेचा मोठा फायदा झाला आहे.

Scheduled Areas मध्ये ग्रामपंचायतींना आदिवासी विकास विभागाकडून ५ टक्के निधी देण्यात येत आहे. याचा मोठा लाभ ग्राम पंचायतींना मिळत आहे. बांबूविक्रीमुळे अनेक ठिकाणी क्रांती झाली आहे.

सेवा हमी कायदा चांगला आहे. त्यामुळे जनतेला कमी काळात उत्तम सेवा मिळणार आहे. आता जनता, शासनाकडे येणार नाही. शासन जनतेच्या दारी जाईल, आणि सेवा देईल. हे कार्य आपणास करायचे आहे. आणि आपण ते कराल असा मला विश्वास वाटतो.

Ladies and gentlemen,

The Hon’ble Prime Minister believes that Decentralization, Devolution and Democracy go hand in hand. He wants facilities and services provided to the people in rural areas to be on par with the cities. The Hon’ble Prime Minister has also expressed the hope that women representatives in Panchayats should take the initiative in highlighting the problems of women and ensure that there are adequate number of toilets in the village.

We also want Panchayats to pay greater attention to children’s education and to making Ashram Shalas safe and secure.

The Jalyukta Shivar Abhiyan initiated by the Government has the power to make Maharashtra drought-free. Through your efforts and participation of people, we have to make our state Sujalaam and Sufalaam once again. I will appeal to all the Panchayat Raj institutions to make this programme a success.

I appeal to you to give a fresh impetus to Swachh Bharat Abhiyan in Maharashtra and make it a success.

Once again, I congratulate all the award winning panchayats and officials and wish you all success in your endeavours.
